If one's skin has spots turning red (no bumps), other times with some bumps,sometimes itchy what could if be?

I know someone getting tingling feeling in the skin, in several parts of the body (but not all over at one time). Not all the time, but sometimes it is itchy, sometimes with bumps, sometimes it just plain turn red. No matter how it happens, it is gone or heals within 2-3 minutes, what could this be ? virus ? A doctor originally diagnosed this as allergy, but it has been going on for over 5 months off and on.

It sounds like you develop hives as an allergic reaction to something. You should consult your doctor again about a prescription allegery medecine.
